Atomic concepts?

The LAK conference seems to be fascinating, and I was pleased to hear about a new approach to learning styles in this post (via @gsiemens). But

“measure learning outcomes at the atomic concept level”

sounds strange. If they focus on individual items, will they find what lies in between, in the connectivist connections involving their concepts? And is there a chance for emergent learning to be discovered in the (empty?) space between the atoms?
